The reason probably has to do with the amount of competition in the bus transport industry, With smaller companies that are not owned by investors that can therefore offer better rates for service winning a lot of contracts. Coach Canada which is owned by StageCoach , the investors of stagecoach want a return on their investments, and with the decrease in business they will not get that return. Same thing happened in Ottawa in the school bus industry, both STOCK and First Student left the school bus market , although stock is returning under National Transportation Services to do Only 20 runs. The school bus industry in Ottawa is dominated by small Mom and Pop Operations ( i.e. Campeau,417,Rideau,Premier )

don't big companies have better advantages?  They get purchase larger batch of buses at once in return for lower prices and possibly bigger saving with corporate discount plans on fuels, etc.

yes, but if I wanted to charter a bus why would I pay extra for the same bus and service. Coach Canada has no advantage over any of its competitors , they don't do anything different to stand out. If you were to charter a bus and Coach Canada offered something unique for example wifi or entertainment then you might decide to pay extra. Coach Canada is a charter company if they charge too much people will elect to go with smaller companies. Megabus on the other hand makes decent profit but I don't think it produces as much profit as originally expected especially with ViaRail offering similar rates.  Last year I needed to Charter a bus for my team to travel for a conference. Below are what companies Quoted.

Ottawa Downtown to Montreal Downtown

417 Buslines ( J4500 ) --> 4525

Leduc Buslines (H3-45) --> 4395

Autobus Preferance ( H3-45/J4500 ) --> 3325 { they screwed up the price and quoted $2125 at first }

Coach Canada (H3-45/J4500) --> 5500

Greyhound Canada (D4500/H3-45/D4505) --> 4295 ( wifi included if bus was D4500 )

** we chose Preference and ended up with a Nice J4500 at the cost of $2125 since they originally quoted that **

it looks like Coach Canada is downsizing its school bus business.  I saw them getting rid of at least 2 of their CE200

Nothing new they sold a big chunk of their school bus operations to Pacific Western already.

If Coach Canada has such a high rate for charters, why is Safeway Tours using them so much?

I guess they are more into big contracts rather than small ones.  Just like how Greyhound charge an arm and a leg to do a charter.  its business focus is on regular commuter runs.

Well since Coach Canada's focus is mostly in Safeway Tours they can provide them with a cheaper rate since they are provided them with a bulk amount of coaches , that being said Safeway is also increasing its number of operators, they are using Attridge , and Great Canadian a lot more now too. I know very little about Safeway tours to be quite honest , as a Business analyst I can tell you that  Coach Canada is mostly surviving off the money they get from safeway , Notice how most buses have Safeway livery on them

Interesting... And Safeway somehow has enough clientele to support all those coaches, which was very shocking to me when I first discovered the power of Safeway

I live in Ottawa , and I was driving on the highway and saw 6 safeway buses parked in the Ikea Parking lot , during the summer time , I see anywhere from 10 - 20 safeway coaches played up all around the downtown core. It actually shocked me that there is such a huge demand for Asian tours , especially in ottawa , the major tour groups I see are Safeway , DongBu , USAsia, TaiPan

Spotted 92003 on the Safeway casino shuttle today. Brand new Safeway Tours livery too.
