Toronto Transit Commission 4000-4005 are SIG-built Canadian Light Rail Vehicles (L1 Class) and 4010-4199 are Hawker Siddeley Canada-built Canadian Light Rail Vehicles (L2 Class) built from 1977 to 1980. All of the cars were designed by UTDC. Note that instead of cars 4006-4009, Articulated Light Rail Vehicle 4900 was constructed as a demonstration unit. These streetcars were bought to replace the aging PCCs. They are shared between Roncesvalles and Russell divisions.

The first car was delivered December 29, 1977 with the last SIG-built car delivered July 13, 1978. The Hawker Siddeley cars were delivered from April 24, 1979 to November 19, 1981. The first car entered service on September 30, 1979 on the 507 Long Branch.[1]

The CLRVs originally came with couplers and had mainly sealed passenger windows. New sliding windows and vents were soon installed from 1981 to 1982 to improve ventilation. A safety skirt was installed over the couplers by 1985, and by 1988, the couplers were removed.[2] The interior of 4000-4005 had single seats arranged at an angle to the rear door, where they were then arranged in a 2+2 configuration. Seat backs, stanchions, modesty panels, and ceiling vents were in red. The remaining cars had the present seating configuration with 2+1 seating in the front half instead. The original five cars were modified to match soon after the remaining cars were introduced, however they kept their red accents (except stanchions) which the rest of the cars do not have.

By the early 2000s, a noticeable change to the cars was the replacement of the red vinyl seat inserts with synthetic wool inserts. In 2006, 4041 was retrofitted with air conditioning using a Thermo King LRV HVAC unit. Other cars have been in pilot programs, including some outfitted with LED lighting. 4019 and 4134 both received LED exterior lighting around early 2009. 4019 has all-LED exterior lighting except for the headlights, while all exterior lights on 4134 except for the centre headlight are LED. More CLRVs received the all exterior LED lighting similar to 4134 beginning in 2010. One CLRV received a prototype operator barrier a few years in advance of the installation of the barriers on the rest of this series in early (around Spring) 2010.

The first CLRV to retire was 4063. In 2005, 4063 was selected to be the prototype for the CLRV overhaul program. After completely stripping the car down, it was found not to be worth the expense and the overhaul program was cancelled in 2006. 4063 remained at Hillcrest until March 2009, when it was sold for scrap.

The CLRVs provide service on routes 502 Downtowner, 503 Kingston Rd, 504 King, 505 Dundas, 506 Carlton, 509 Harbourfront, 510 Spadina and 512 St. Clair. They also provide service instead of ALRVs on routes 501 Queen, 508 Lake Shore and 511 Bathurst.
