Route 23 provided service between Downtown London and Dalhouse Drive & Brixham Road, serving the Berkshire Village, Cranbrook and Kensal Park neighbourhoods.
From Queens Avenue and Richmond Street, westbound buses operated west on Queens Avenue, south on Ridout Street, west on York Street, west on Stanley Street, south on Wortley Road, west on Horton Street, southwest on Springbank Drive, south on Greenwood Avenue, west on Ridgewood Crescent, southwest and south on Gardenwood Drive, southeast and west on Berkshire Drive, west on Teeple Terrace, south on Wonderland Road, west on Viscount Road through Westmount Mall, south on Farnham Road, east and north on Dalhousie Drive, east on McMaster Drive, north on Wonderland Road, and west on Viscount Road to Westmount Mall.
From Westmount Mall after looping around in the Cranbrook neighbourhood, eastbound buses operated north on Wonderland Road, east on Teeple Terrace, east and northwest on Berkshire Drive, north and northeast on Gardenwood Drive, east on Ridgewood Crescent, north on Greenwood Avenue, northeast on Springbank Drive, east on Horton Street, north on Wharncliffe Road, east on Stanley Street, east on York Street, north on Ridout Street, east on King Street, north on Wellington Street, and west on Queens Avenue to Richmond Street.
During evenings and on Sundays, service in certain areas was provided by extensions of other routes. Route 5 provided service along Greenwood Avenue, Ridgewood Crescent, Gardenwood Drive, and Berkshire Drive; route 10 provided service along Teeple Terrace, and Berkshire Drive; route 15 provided service along Farnham Road, Dalhousie Drive, and McMaster Drive.

- September 4, 2011 - Routing past Westmount Mall to reach Farnham Road revised to operate via Viscount Road, instead of Wonderland Road and McMaster Drive.
- September 4, 2016 - Use of route names discontinued; now referred to as route 23. Interline with the now-discontinued route 22 also removed, with revised routing in Downtown London. Routing in Downtown London now operates via York Street, Clarence Street, Dundas Street, and Ridout Street. Additionally, weekday service now operated by the Wonderland Garage.
- April 29, 2018 - Routing along Dundas Street in Downtown London removed due to construction for Dundas Place. Instead, buses operate via King Street, Wellington Street, and Queens Avenue.
- September 2, 2018 - Route discontinued. Service in several areas now provided on other routes: route 5B provides service along Gardenwood Drive and Berkshire Drive; route 11 now provides service along Berkshire Drive; route 15A operates along Dalhousie Drive and McMaster Drive. Route 5 continues to provide service along Horton Street, Springbank Drive and Stanley Avenue.
