Four transit agencies (Golden Gate Transit, Monterey-Salinas Transit, San Mateo County Transit District, and ABQ RIDE) eventually dropped out of the consortium, leaving only seven final members of the consortium. One transit agency (ABQ RIDE) instead chose to tender out their own contract for 58 hybrid buses, which New Flyer ultimately won. The other three transit agencies simply canceled their orders.
