CRRC MA will be providing the Southeastern Pennsylvania Transportation Authority (SEPTA) with 45 multi-level commuter coaches. The cars will be used to expand the fleet and add capacity to their rail network. The new cars are expected to be pulled by new Siemens American Cities Sprinter electric locomotives.

History

In 2015, SEPTA issued a Request for Proposals (RFP No. 15-00063-AJAC) to supply the agency with multi-level commuter coaches. Proposals were received from Bombardier Transportation, CRRC MA, and Hyundai Rotem. Selection of a manufacturer was based on technical rating and pricing. Bombardier's price was $171,528,744 for a base-order of 45 coaches and $197,894,224 for a 10-coach option. CRRC MA's price was $137,480,000 for a base-order of 45 coaches and $161 million for a 10-coach option. Hyundai Rotem's price was $184,761,928 for a base-order of 45 coaches and $214,221,928 for a 10-coach option. In March 2017, SEPTA deemed CRRC's proposal most favourable and awarded them the contract.[1]

The multi-level commuter coaches will be assembled at CRRC's Springfield, Massachusetts facility. By April 2018, a carshell had been constructed and was undergoing testing.[2] The first coach was expected to be delivered in October 2019.[3] The deadline for delivery of the order was the end of 2020. In July 2019, CRRC and SEPTA agreed to extend the deadline to April 2021. A delay in production was largely attributed to a review CRRC's welding and structural work. The first four pilot cars for testing would be built in China, allowing SEPTA to get them faster and begin testing.[4]

By 2022, disruptions in supply chains and labour largely attributed to the COVID-19 Pandemic meant that the pilot cars had still not been delivered. In the Summer of 2022, the first photos of the cars being completed at the factory emerged. The first of the new cars was expected to arrive in 2023 and potentially enter service at the end of the year or in 2024. By July 2022, one car was completed and another one was about 80 percent complete according to a SEPTA spokesperson.[5]
