Overview

The Twin Cities region is currently served by numerous transit operators in different areas. Routes are coordinated into one main transit system. One fare system is used by all providers.

The Metropolitan Council is responsible for overseeing transit operations in the Twin Cities metro area. The Council directly operates Metro Transit, the area's largest transit provider. In addition there are Suburban Transit Providers which operate their own service within the Council's transit taxing district. Metropolitan Transportation Services oversees contracted route operations. Contracted routes are typically suburban commuter routes and some local routes that are too expensive for Metro Transit to operate. 
Paratransit service is provided by Metro Mobility throughout the 7 county metropolitan area. A new service, known as Transit Link, is also available to the general public for areas not served by the fixed route system.

History

Metro Transit was formed in 1967 by the Minnesota State Legislature. At that time it was known as the Metropolitan Transit Commission, or MTC. Later when the MN State Legislature formed the Metropolitan Council to handle the regions transit, wastewater, and future growth planning the MTC was renamed to Metropolitan Council transit Operations. Finally in 1998 the name Metro Transit was adopted.



In 1986 the MN State Legislature created a provision which allowed suburban communities to opt out of the main Metropolitan Council Transit Operations system. This provision came about because service cutbacks and limited suburb to suburb service meant that the suburban areas did not always have adequate coverage even though they contributed a fair amount of property taxes, which at the time were used to fund the system. With the provision a suburban community could opt out of the regional service, collect their own property tax revenues and operate their own transit service. As a result of this several suburban communities are now served by opt-out systems instead of Metro Transit.

Transit Providers

The following agencies are responsible for transit operations in the Twin Cities metro area. Some directly operate service while others operate services with a contractor:

Fares

Twin City Metropolitan Area Transit Systems all use the same fare structure.[1]

Cash Fare

Cash fares are accepted on all buses and light rail trains as payment. Exact fare is required on buses, operators do not make change. Change is provided at light rail ticket vending machines. A cash fare ticket must be purchased at a ticket vending machine before riding the light rail.

  • Transfers are free and valid for unlimited rides in any direction on any route for 2.5 hours from the time of issue. An additional $0.75 payment is needed when transferring from a local route to an express route.
  • Downtown zone fares are $0.50 a ride on a any route operating within the downtown zone at any time. The ride must be within the downtown zone limits. No transfers are issued for downtown zone fares.

Go-To Card

The Go-To Card is an electronic payment method which utilizes RFID cards. Riders simply hold their card over a Go-To Card reader on the bus or at rail stations to make a payment. The Go-To card stores value that the owner adds and automatically deducts a fare from that value when the card is scanned. Transfers are automatically embedded in the card, eliminating the need for a paper transfer ticket. Go-To cards are rechargeable and can have value added online, at ticket vending machines, and at Metro Transit stores. Go-To cards can hold stored value and/or 31 day passes.[2]

Northstar Fares

The Northstar line is a commuter rail line which operates from Big Lake, MN to downtown Minneapolis, MN. Fares on this line are based on distance traveled to/from downtown Minneapolis.

Transit Advantages

The Twin Cities have a number of various transit advantages to speed up transit travel times.

Bus Only Shoulder Lanes

In the early 1990s the Minnesota Dept. of Transportation was looking for a way to move transit buses through traffic congestion easily and quickly without a major investment. Operating buses on the right-hand shoulder lane proved to be a success. In 2010 the Twin Cities freeway system had more than 290 miles or 466 Km of freeway shoulder lanes available for use by buses.[128]

Operating Guidelines

The following guidelines apply to using the shoulder lanes:

  • A bus must not use the shoulder when traffic is moving faster than 35 mph.
  • A bus cannot exceed the speed of traffic by more than 15 mph; max. speed is 35 mph.
  • A bus must yield to any vehicle entering the shoulder, including at freeway ramps or intersections.
  • A bus must join regular lanes when the shoulder is blocked by stalled cars or debris.

All transit bus operators are trained in how and when to uses the shoulder lanes.

Transitways

A number of transitways are in operation throughout the Twin Cities area. Some are exclusive to one provider while others may be used by many.
