First Student Canada 71046 was a 2008 model IC CE bus featuring tinted windows, a single underfloor luggage bay on the passenger-side, a driver-side emergency exit door, a rear-mounted stop sign, and an internal speaker/PA system. In addition, the unit had a unique seating arrangement where all seats on the driver's side seated 3 children each (excluding the last row's seat, which seated 2 children) and all seats on the passenger (door) side seated two children each. Prior to its service in Calgary, the unit also had a white roof, as is typical for most California-specified units.

71046, alternatively numbered 71046C and 071046, started its life with the Cardinal Coach Lines fleet in Los Angeles, California in 2007. After nearly 10 years of service in California, 71046 made its way east to a First Student branch in New Hampshire alongside 201197 (a 2007 IC RE) and 204306 (a 2006 IC CE) in December 2015. Not much is known about 71046's time in New Hampshire, apart from its last confirmed sighting in the state being in November 2016. The unit arrived in Calgary in March 2017, and would have its roof repainted yellow, its hood repainted black, and "Sortie De Secours" decals added above its emergency exits.

71046 was last seen in active service in April 2021, and is now assumed to be retired.
